Transactions
Organizations contracted with the OneHealthPort HIE can begin the process to get connected and exchange information with other participating organizations, public health registries and clinical data repositories in the HIE community. The HIE supports standard transactions such as C-CDA documents, Electronic Laboratory Reporting and Syndromic Surveillance messages to the Department of Health, and system-to-system, query capability to the Prescription Monitoring Program database. An Admission and Discharge Notification process is also available for hospitals to send this contractually required information to health plans.
HIE Connectivity and Transactions
The OneHealthPort HIE primarily uses Application Programming Interfaces (APIs) for the connectivity supporting message submission.
Transactions supported by the OneHealthPort HIE are described below. Information about use cases, workflow, file development, connectivity, testing and production go-live are provided in the companion implementation guides. Specific transactions sponsored by the Washington State Department of Health and Washington State Department of Labor & Industries are also supported by the HIE.
OneHealthPort Object Identifiers
Organizations participating in the OneHealthPort HIE are assigned identifiers for use in messages sent through the HIE. This document describes use of these identifiers and includes a listing of identifiers for HIE participating organizations.
HIE Supported Transactions for the Washington State Department of Health
The OneHealthPort HIE supports submission of several public reporting transactions to the Department of Health systems.
Controlled Substances Registry - Prescription Monitoring Program
The DOH supports requests for controlled substance dispensing data from authorized users via eligible trading partners of OneHealthPort in alignment with activities related to MU. The agency maintains an electronic controlled substance dispensing system, called the Prescription Monitoring Program (PMP), that provides data to healthcare providers across the state. Immunization Information System
The DOH maintains the Washington State Immunization Information System (WAIIS) and supports bi-directional data exchange. The WAIIS is a lifetime registry that keeps track of immunization records for people of all ages. OneHealthPort supports connectivity to WAIIS automating the report of immunization information as well as queries for information from the registry.

Electronic Laboratory Reporting
The Washington State Department of Health (DOH) accepts submission of electronic laboratory data from eligible hospitals in alignment with activities related to Meaningful Use (MU). DOH maintains an electronic laboratory reporting (ELR) system and provides data to public health disease investigators across the state via the Washington Disease Reporting System (WDRS) and the STD Hub for Electronic Laboratory Data Input (SHELDIn). Syndromic Surveillance
The DOH accepts submission of syndromic surveillance data from eligible hospitals and eligible professionals in alignment with activities related to MU. Cancer Registry Reporting
The DOH maintains a statewide cancer registry with data submitted by providers and other health care facilities across the state. The DOH accepts the submission of cancer data from eligible professionals (EPs) under MU stage 2.

HIE Supported Transactions for the Washington State Department of Labor & Industries (L&I)
OneHealthPort HIE enables L&I and its health-care partners to exchange medical data about injured workers.
Activity Prescription Form (APF)
L&I considers the timely and complete use of the Activity Prescription Form (APF) for patients with restrictions as an occupational health best practice. The form communicates a worker’s physical restrictions and ability to work as well as the provider’s treatment plans. In addition, workers' time-loss benefits are certified by the APF and your chart notes. In February of 2018, L&I developed business rules to alert Claims Managers of key data elements to speed communication and response times. Learn more and get started with APF data submissions.
Claims Information
This transaction will allow providers to electronically send patient information with a claim number and get a response with the patient’s information, claim number, claim status, accepted diagnoses codes and accepted diagnoses descriptions for each claim submitted. This can be done in a batch of claims or individual claims. This will be a quicker and easier way to get information than through L&I’s current Interactive Voice Recognition (IVR) system.
Report of Accident (ROA)
As of January 2018, the ROA transaction was made available for providers to send the initial notification of an illness or injury to L&I directly from their Electronic Medical Record (EMR) system using the HIE.
Care Coordination Case Notes
After careful analysis L&I has decided to examine the possibility of a Provider Chart Note rather than a Care Coordination Case Note.
